ABSTRACT
Implementing the Construction Safety Management System (SMKK) is crucial, considering the high number of work accidents in building projects in Indonesia. This study aims to identify and rank work safety risks in the construction project of the State Higher Education Hospital of Jember University and compile control recommendations for the highest risks. The analysis methods used are the Risk Breakdown Structure (RBS) and the Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE). Primary data were obtained from distributing questionnaires and interviews with 10 key project respondents. The identification results showed 40 categories of technical risks, with the highest risk being "falling from a height" on the work of the 6th-floor beam of the upper structure. Control recommendations include the installation of K3 signs, increased supervision, provision and use of PPE, and implementation of Job Safety Analysis (JSA). These findings confirm that combining RBS and PROMETHEE can provide accurate and applicable risk ranking results to support effective construction safety planning.
