ABSTRACT
Efficient building cost management requires a comprehensive approach that considers costs throughout the entire building life cycle. This study aims to analyze the life cycle cost (LCC) distribution of public buildings based on Indonesian government regulations and to compare it with international practices. The Life Cycle Cost approach was employed to evaluate all costs incurred throughout the building life cycle, including planning, construction, operation, maintenance, and demolition costs. The UKM Building of the University of Jember was selected as a case study representing public buildings in Indonesia. The results indicate that the total life cycle cost of the building is dominated by initial construction costs, accounting for 66.25% of the total LCC. In contrast, the proportion of operation and maintenance costs is relatively lower than findings from international studies, which typically show that operation and maintenance dominate life cycle costs. This difference suggests that building management in Indonesia remains primarily oriented toward initial construction costs rather than long-term cost optimization. Cost influence curve analysis reveals that the greatest ability to influence total building cost occurs during the planning and design stages. This finding highlights the importance of integrating life cycle cost analysis into early project planning to enhance long-term cost efficiency. The study provides empirical evidence on life cycle cost distribution of public buildings under Indonesian regulatory frameworks and offers strategic implications for improving project management and sustainable asset management practices.
